Telangana Rashtra Samiti (TRS) chief K Chandrasekhara Rao today asserted that the people of Telangana would not accept anything short of a separate state with Hyderabad as its capital.
"People of Telangana are not ready to accept anything short of Telangana with Hyderabad as its capital," Rao said reacting to the report of the Srikrishna committee which was made public today.
Rao said the Srikrishna committee recommended the constitution of a regional authority for the development of Telangana which reflected that the experiment of Andhra Pradesh has failed.
"I earnestly appeal to Prime Minister Manmohan Singh not to dilly-dally on Telangana and come forward and fulfil the promise given on December 9, 2009 for formation of a separate Telangana," he said.
The TRS chief also made it clear that Hyderabad was part of Telangana and people of Telangana was not ready to lose it.

“At the end of the investigation, it began to appear that there was a case both for a separate Telangana as well as for keeping the state united. Some other options, particularly bringing into focus the issue of backwardness of Rayalaseema region and some other parts of the state, were also suggested by different stakeholders and these too have been examined,” says the report.
“After considering all aspects, the committee found the balance tilting in favour of keeping the state united, though some valid and strong reasons that had continued to cause discontent in Telangana region since its merger indicated that the demand for separation was also not entirely unjustified.”
Telangana, comprising 10 districts including Hyderabad, was part of the erstwhile princely state of Hyderabad. It was merged with then Andhra state in 1956 to form Andhra Pradesh, the first linguistic (Telugu) state.
The 461-page report of the Srikrishna Committee comprises two volumes and nine chapters. The chapters cover issues like developments in Andhra Pradesh - A historical background, regional economic and equity analysis, education and health, water resources, irrigation and power development, public employment issues, issues relating to Hyderabad Metropolis, sociological and cultural issues, and law and order, and internal security dimensions. The last chapter titled “The way forward” suggests six optimal solutions/options.
The committee headed by former Supreme Court judge B.N. Srikrishna said it has not been an easy task. “The mandate for the committee entailed voluminous research work and wide consultations with all stakeholders. During these consultations, the committee discussed with political parties and concerned groups all events of a serious historical, political, economic, social and cultural significance pertaining to the state of Andhra Pradesh since the country’s independence.”
The committee was constituted Feb 3, 2010. Former union home secretary V.K. Duggal was its member secretary. The two-volume 461-page report indicates that maintaining status quo is the least favoured option.
One of the options for which political parties spearheaded by TRS have been campaigning, the Committee suggests bifurcation of Andhra Pradesh into two units-Telangana and Seemandhra as per existing boundaries.
Telangana will have Hyderabad as capital, while Seemandhra, comprising Rayalaseema and coastal Andhra regions, will have a new capital.
In the option for keeping the state united, the Committee has suggested that there should be simultaneous provision of certain constitutional and statutory measures for socio-economic development and political empowerment of Telangana region by creation of a statutorily-empowered Telangana Regional Council.
Another option is to bifurcate the state into Seemandhra and Telangana with Hyderabad as a Union Territory and the two states developing their own capitals in due course.
Bifurcation of Andhra Pradesh into Rayala-Telangana and coastal Andhra regions with Hyderabad being an integral part of Rayala-Telangana is another option suggested by the committee.
Yet another idea is to bifurcate Andhra Pradesh into Seemandhra and Telangana with enlarged Hyderabad Metropolis as a separate Union Territory.
This Union Territory will have geographical linkage and contiguity via Nalgonda district in the south-east to Guntur district in coastal Andhra and via Mahaboobnagar district in the south to Kurnool district in Rayalaseema.

The committee feels that this option has to be given consideration.
The continuing demand for a separate Telangana has some merit and is not entirely justified.
In case this option is exercised the apprehensions of the coastal Andhra and the Rayalaseema people and others who were settled in Hyderabad and other districts of Telangana with regard to their investments, properties, livelihood and employment would need to be adequately addressed.
Considering all aspects, the Committee felt that while creation of separate Telangana would satisfy a large majority of the people from the region, it will also throw up several serious problems.
Therefore, after taking into account of the pros and cons the committee did not think it to be most preferred, but the second best option.
Separation is recommended only in case it is unavoidable and if decision can be reached amicably amongst all the three regions.
Keeping the state united by simultaneously providing certain definite constitutional/statuary measures for socio-economic development and political empowerment of Telangana region-creation of a statutorily-empowered Telangana Regional Council.
“In this option, it is proposed to keep the state united and provide constitutional/statuary measures to address the core socio-economic concerns about the development of the Telangana region”.
This can be done through the establishment of a statutorily-empowered Telangana Regional Council with adequate transfer of funds, functions and functionaries.
The regional council will provide a legislative consultative mechanism for the subjects to be dealt with by the Council.
The united Andhra option is being suggested for continuing the development momentum of the three regions and keeping in mind the national perspective.
With firm political and administrative management it should be possible to convey conviction to the people that this option would be in the best interest of all and would provide satisfaction to the maximum number of the people in the state.
“It would also take care of the uncertainty over the future of Hyderabad as a bustling, educational, industrial and IT hub/destination”.
For management of water and irrigation resources on an equitable basis, a technical body, i.e., Water Management Board and an Irrigation Project Development Corporation in expanded role have been recommended.
The above course of action should meet all the issues raised by Telangana people satisfactorily.
“The committee discussed all aspects of this option and while it acknowledges that there will be certain difficulties in its implementation, on balance, it found it the most workable option in the given circumstances and in the best interest of the social and economic welfare of the people of all the three regions”.

Condemning the report, OU JAC has also called for a Telangana shutdown Friday. It threatened to intensify the agitation if the central government failed to take steps for formation of Telangana state.
Telangana Joint Action Committee (JAC), which comprises Telangana Rashtra Samiti (TRS), Bharatiya Janata Party (BJP) and other groups fighting for a separate state, staged a sit-in at Indira Park in Hyderabad.
JAC convenor M. Kodandaram said a meeting of JAC would chalk out the agitation programme to pressurise the central government to table a bill in parliament during the budget session.
TRS chief K. Chandrasekhara Rao, Telangana Praja Front leader Gaddar and BJP leader Vidyasagar Rao also participated in the sit-in.
Students of Kakatiya University in Warangal staged a protest and set afire effigies of Srikrishna committee. Activists of TRS held similar protests in various parts of Telangana.

She appealed to people, especially students, to exercise restraint and cooperate in maintaining law and order. “The committee has only given a report and the centre has not yet taken a decision,” she said.

Chidambaram in New Delhi at a meeting of political parties from the state that was boycotted by the Telangana Rashtra Samiti (TRS), Bharatiya Janata Party (BJP) and the main opposition Telugu Desam Party (TDP).
While Chidambaram urged political parties to consider the 461-page report “with an open mind” and said a second all-party meeting would be held soon, TRS chief K. Chandrasekhara Rao declared that people would not agree to anything short of a Telangana state with Hyderabad as its capital.
“I am requesting the prime minister to abide by the statement he made in parliament and the assurance given by the government” promising a separate Telangana, he said in Hyderabad.
The BJP also pressed for formation of the new state.
“The state should be formed at the earliest… Delay is not in the interest of the country,” party spokesman Shahnawaz Hussain told reporters in New Delhi.
The Congress had a varying response at the meeting. While party legislator from Telangana region Uttam Kumar Reddy favoured option five in the summary of the report which talks of carving out a separate state of Telangana with its capital as Hyderabad, the other party representative, MP K.S. Rao said the panel had gone into a number of issues including river sharing, education and development and all parties should consider the report before giving their opinion.
Chief Minister N. Kiran Kumar Reddy did not speak during the meeting.
Andhra Pradesh, where emotions were running high in the run up to the unveiling of the report, received the suggestions of the Srikrishna panel more or less with calm barring some violence on Osmania University campus in Hyderabad and sporadic protests in some other parts of Telangana.
The issue of a Telangana state, raised many times in the past too, has divided Andhra Pradesh. Even leaders of TDP and Congress from the backward region of 10 districts have come out in its support.
The report has given six options but laid thrust on the last two.
The most favoured way out, listed sixth in the report, talks about keeping the state united and taking constitutional and statutory measures for the socio-economic development and political empowerment of Telangana region.
This, it said, could be done by setting up a statutory and empowered Telangana Regional Council with adequate transfer of funds, functions and functionaries.
It said the “second best option” - listed fifth in the report - was to bifurcate the state into Telangana and Seemandhra with existing boundaries with Hyderabad as the former’s capital.
Seemandhra would have a new capital.
This option, the committee feels, had to be given consideration. In a major fillip to the advocates of Telangana, it said the demand for a separate state was “not entirely unjustified”.
The committee “least favoured” the option of maintaining status quo. It, however, said that the option of breaking up the state into Seemandhra and Telangana with Hyderabad as a union territory may not be “practicable”.
The choice of splitting the state into Rayala-Telangana and coastal Andhra regions with Hyderabad as an integral part of Rayala-Telangana may not be acceptable to all three regions, it said.
It said its fourth option of creating a Seemandhra and Telangana with an enlarged Hyderabad as union territory by including Nalgonda district in the southeast to Guntur in coastal Andhra and via Mahabubnagar in the south was likely to be stiffly opposed by Telangana protagonists.
Telangana was part of the erstwhile princely state of Hyderabad. It was merged with Andhra state in 1956 to form Andhra Pradesh. Telangana leaders say the region is discriminated in comparison to the rest of the state.

Chidambaram urged political parties to consider the report “with an open mind”. He said the committee had given six options but “rejected the first three choices as not practical”.
He asked parties, groups and individuals to “show adequate respect to the labour of the committee” and told them not to reach “instant conclusions”.
Chidambaram said another meeting of political parties from Andhra Pradesh would be held by the end of this month.
He said the parties which met Thursday had agreed to discuss the report within their parties and “form their final view”.
Chidambaram “deeply regretted” the boycott by some political parties.
Among the eight parties invited, only five — the Congress, Communist Party of India-Marxist, Communist Party of India, Majilis-e-Ittehadul Muslimeen and Praja Rajyam Party — attended Thursday’s meeting.

While Chidambaram urged political parties to consider the 461-page report “with an open mind” and said a second all-party meeting would be held soon, TRS chief K. Chandrasekhara Rao declared that people would not agree to anything short of a Telangana state with Hyderabad as its capital.
“I am requesting the prime minister to abide by the statement he made in parliament and the assurance given by the government” promising a separate Telangana, he said in Hyderabad.
The BJP also pressed for formation of the new state.
“The state should be formed at the earliest… Delay is not in the interest of the country,” party spokesman Shahnawaz Hussain told reporters in New Delhi.
The Congress had a varying response at the meeting. While party legislator from Telangana region Uttam Kumar Reddy favoured option five in the summary of the report which talks of carving out a separate state of Telangana with its capital as Hyderabad, the other party representative, MP K.S. Rao said the panel had gone into a number of issues including river sharing, education and development and all parties should consider the report before giving their opinion.
Chief Minister N. Kiran Kumar Reddy did not speak during the meeting.
Andhra Pradesh, where emotions were running high in the run up to the unveiling of the report, received the suggestions of the Srikrishna panel more or less with calm barring some violence on Osmania University campus in Hyderabad and sporadic protests in some other parts of Telangana.
The issue of a Telangana state, raised many times in the past too, has divided Andhra Pradesh. Even leaders of TDP and Congress from the backward region of 10 districts have come out in its support.
The report has given six options but laid thrust on the last two.
The most favoured way out, listed sixth in the report, talks about keeping the state united and taking constitutional and statutory measures for the socio-economic development and political empowerment of Telangana region.
This, it said, could be done by setting up a statutory and empowered Telangana Regional Council with adequate transfer of funds, functions and functionaries.
It said the “second best option” - listed fifth in the report - was to bifurcate the state into Telangana and Seemandhra with existing boundaries with Hyderabad as the former’s capital.
Seemandhra would have a new capital.
This option, the committee feels, had to be given consideration. In a major fillip to the advocates of Telangana, it said the demand for a separate state was “not entirely unjustified”.
The committee “least favoured” the option of maintaining status quo. It, however, said that the option of breaking up the state into Seemandhra and Telangana with Hyderabad as a union territory may not be “practicable”.
The choice of splitting the state into Rayala-Telangana and coastal Andhra regions with Hyderabad as an integral part of Rayala-Telangana may not be acceptable to all three regions, it said.
It said its fourth option of creating a Seemandhra and Telangana with an enlarged Hyderabad as union territory by including Nalgonda district in the southeast to Guntur in coastal Andhra and via Mahabubnagar in the south was likely to be stiffly opposed by Telangana protagonists.
Telangana was part of the erstwhile princely state of Hyderabad. It was merged with Andhra state in 1956 to form Andhra Pradesh. Telangana leaders say the region is discriminated in comparison to the rest of the state.
The report of the Srikrishna Committee, constituted in February last year, comprises two volumes and nine chapters.
Chidambaram urged political parties to consider the report “with an open mind”. He said the committee had given six options but “rejected the first three choices as not practical”.
He asked parties, groups and individuals to “show adequate respect to the labour of the committee” and told them not to reach “instant conclusions”.
Chidambaram said another meeting of political parties from Andhra Pradesh would be held by the end of this month.
He said the parties which met Thursday had agreed to discuss the report within their parties and “form their final view”.
Chidambaram “deeply regretted” the boycott by some political parties.
Among the eight parties invited, only five — the Congress, Communist Party of India-Marxist, Communist Party of India, Majilis-e-Ittehadul Muslimeen and Praja Rajyam Party — attended Thursday’s meeting.

in the official language of Andhra Pradesh, Home Ministry sources said Thursday. They said that the government wanted widest dissemination of the report for an informed debate and provide correct data about development in various regions of the state.
The sources said the translation is being done by the Andhra Pradesh government and the document is expected to be put on the website in “a day or two”.

ఆత్మహత్యలు వినాశాకరమైనవి
తెలంగాణా ప్రజలు మళ్ళీ ఇంకొకసారి నిరూపించుకున్నారు స్వరాష్ట్రం కోసం వారి ప్రతిబద్ధతను.ఇపుడు సెంటిమెంటు గా పేర్కొనబడే ఆకాంక్ష ఒక బలమైన ప్రజాస్వామికమైన, రాజ్యాంగానికి లోబడిన డిమాండుగా పరిణమించింది. ఏ ప్రజాస్వామిక వ్యవస్థ ఈ డిమాండును కాదనలేదు. ఈ ఉద్యమాన్ని, ఈ జనచైతన్యాన్ని కాదంటే, ఇక ఇది ప్రజాస్వామ్యమే కాజాలదు. ఒక రాష్ట్రం, వారి అభ్యుదయం కోసం స్వయంపాలనకోసం తిరిగి ఏర్పడాలనేది వారి ప్రఘాడ ఆకాంక్ష. తెలగాణ్యులు అమాయకులే కావొచ్చు, కాని అవివేకులుమాత్రం కాజాలరు. మళ్ళీ ఆ సీమాంధ్రుల తీపిమాటల బుట్టలో పడలేరు. నూటికి నూరు శాతం గెలిచారంటే అది ఒక గొప్పఐక్యతా ప్రదర్శనే మరి. ఉద్యమంలో ద్రోహులెప్పుడూ ఉంటారు. వాళ్లకు కూడా బుద్ధి వస్తుందని ఆశిద్దాము.
అయితే, యువకులు భావోద్రేకాలకు లోనయి అనవసరంగా ఆత్మహత్యలకు పాల్పడటం చాల బాధాకరమైన విషయము. అసలు తెలంగాణా రాష్ట్రం వాళ్ళకోసమే కదా మనందరం కోరేది. వాళ్ళు అనుభవించని తెలంగాణా మనకెందుకు. మా జీవితాలు ఎట్లాగో గడిపాం. వివక్షకు, శోషణకు, అపహాస్యాలకు, హేళనకు గురయ్యాము. మన పిల్లలు అట్లాంటి బాధలు అనుభవించ వద్దు. నిరాశ నిస్పృహను కలిగిస్తుంది. అక్కడినుంచి ఎన్నో వికారాలు బయలుదేరుతాయి. ఒకానొక బలహీనక్షణములో బ్రతకడమే అనవసరమనిపిస్తుంది. ఆ భయంకర క్షణాలని అధిగమించాలి. దీనికి మంచి ఉదాహరణ రామాయణంలో ఉంది. సీతమ్మను వెతికి వెతికి అలసిపోయి నిరాశకు గురి అవుతాడు హనుమంతుడు. సీతమ్మ కనపడలేదని ఎట్లా చెప్పగలడు రామునికి. ఆ పని చేయలేడు కాబట్టి, ప్రాణాలను వదిలేందుకు నిర్ణయిస్తాడు. అయితే ఆ క్షణంలో ఒక ధైర్య కిరణం అతని మదిలో వెలుగుతుంది. నేనైతే చచ్చిపోతాను, కాని ఆ తర్వాత పర్యవసానంగా ఏమౌతుంది అనికొంచెం సావధానంగా ఆలోచిస్తాడు మన మారుతి. అతనికి ఎంతో దారుణమైన చిత్రం గోచరిస్తుంది. 'నాకోసం వేచి వేచి రాముడు ఖిన్నుడౌతాడు . సీత జాడతెలియక శ్రీరాముడు ప్రాణాలు వదలడం ఖాయం. అది చూసి లక్ష్మణుడు కూడాచనిపోతాడు. ఇదంతా చూసి కిష్కింద రాజు, రాముని మిత్రుడు, సుగ్రీవుడు కూడా ఏదో చేసుకోరానిది చేసుకుంటాడు. ఆతర్వాత వానర రాజ్యం నశిస్తుంది. అయోధ్యలో అల్లకల్లోలం చెలరేగుతుంది. ఇట్లాగ వినాశ పరంపర సాగిపోతుంది. ఇవన్నీ నా ఆత్మహత్య వల్ల కలిగే ఉపద్రవాలు. కాబట్టి, ప్రాణం విలువైనది. ఓపికతో నిష్టతో ప్రయత్నిస్తే లక్ష్యం తప్పక నెరవేరుతుంది' అని అనుకొని ఆత్మహత్యా ప్రయత్నాన్ని విరమించుకుంటాడు హనుమంతుడు. "వినాశే బహవో దోషా జీవన్ ప్రాప్నోతి భద్రకం, తస్మాత్ ప్రాణాన్ ధరిష్యామి ధ్రువో జీవతి సంగమః " (సుందర కాండ) ఆత్మహత్య వినాశాకరమైనది. అది పాపకార్యం కూడాను. ఆత్మహత్య ఎన్నో దోషాలకు దారి తీస్తుంది. బ్రతికి ఉంటే ఎన్నడో ఒకనాడు తప్పక మనలక్ష్యం నెరవేరుతుంది. ప్రాణాలను కాపాడుకొని ఉద్యమించడమే అన్నివిధాల శ్రేయస్కరం. అని నిర్ణయించుకొని కృతార్థుడౌతాడు మన వీరహనుమాన్. ఆయనే మనకు ఆదర్శం, మార్గదర్శి. ఆత్మహత్యకు పాల్పడే వారు నరకలోకాలను అనుభవిస్తారని ఉపనిషత్తులు కూడా చెప్తున్నాయి. "అసుర్యా నామ తే లోకా అంధేన తమసా ఆవృతా: , తాం తే ప్రేత్యాభిగఛ్చంతి యే కే చ ఆత్మహనో జనా:" (శ్రీ ఈశోపనిషత్తు) అంటే ఆత్మహత్య చేసుకున్న జనులు, అంధకారము అజ్ఞానములచేత ఆవరింపబడిన అసుర (నరక) లోకాలను పొందుతున్నారు. అందుచేత -
"ఆత్మత్యాగమొద్దు తెలగాణ వీరుడా, మ
హాత్ములవోలె పోరు సల్పుదాం మనము, దు
రాత్ముల నికృష్ట నీతులను దునుమాడి, విజి

ఈ సందర్భంలో ఒక ఉర్దూ కవి అన్న మాటలు గుర్తుకొస్తున్నాయి. थर थराते हैं अन्धेरे तो लरज़ थे क्यों हों? हर नयी सुबह कि तकलीक यूहीं होती है। నిరాశ చీకట్లు కమ్ముకుంటుంటే అట్లా ఎందుకు వణికిపోతావు మిత్రమా? ప్రతి ఉషోదయం ముందు ఇలాగే ఉంటుంది తంతు. ఇంకొక గొప్ప ఉర్దూ కవి ఇక్బాల్ ఏమంటాడో చూడండి. अगर उस्मानियों पर (read तेलंगानियों पर) खोय-ए- ग़म टूटा तो क्या ग़म है? के खून-ए-सद हज़ार अंजुम से होती है सहर पैदा. (తెలంగాణీయుల) ఉద్యమకారుల మీద ఎన్ని కష్టాల పర్వతాలు విరుచుకుపడ్డా అవేమి భరించరాని బాధలు కావు. వాళ్ళు భయపడరు. కారణం, అసంఖ్యాక నక్షత్రాలు రాలిన తర్వాతే కదా శుభోదయం ప్రాప్తిస్తుంది.
